restricting location on financial reports, but not inventory

We have a custom role that manages a location.  We want to restrict financial statements so that this role can only view their location; however we want them to be able to view all inventory at all locations.  Have cross-sub viewing turned on.  Have set subsidiary access to view all.  Have set restriction of location to "own and subordinates" and checked yes for viewing all others.  Can't seem to accomplish what I am looking for.  Can anyone help?
