Attaching Files not in "Attachments to send" Folder

Is it possible to make other folders other than the "Attachments to Send" folder accessible to email files from within our File Cabinet.  We would like to make it so that other files are able to be attached to emails that we send for data cleanliness purposes, i.e. we don't want to have mulitple versions in the attachments to send folder as well as our sales forms folder.
