Bulk Edit Tax Groups/Codes

I recently downloaded the NS table for Illinois and it created a few hundred tax codes and groups based on counties, cities, and state. However, we are outside of IL shipping products into it and only need to collect the state rate. Is there a way to only charge state rate without editing all of the groups individually? It looks like tax groups can't be edited by csv or bulk edit, and I'd rather not have to manually edit each group.
