No way to choose new address on Estimates?

I have an estimate that I created for a customer, and the billing address was assigned.   The customer has asked me to use a new billing address, which I've entered in her customer record.  When I try to update the estimate with the new billing address, the new address does NOT show in the dropdown.

Am I missing something or is there a bug here?
