Notify When Case Containing Billable Time is Closed

Does anyone know of a way to configure NS so that it will notify accounting (via email) when a case that contains billable time has been closed?  We want to do this so that we can bill the customer right away, rather than to wait until we run our monthly report that finds billable time so that it can be invoiced.  Any info would be appreciated.
