Quantity Pricing Issues

I have followed the documentation "Using Quantity Pricing" to the T and can get it to "kinda" work.

We have been using quantity pricing for some time but we didn't have the functionality for the system to look at anything than more than a single line item.  With V11, this has changed.

I setup a schedule, chose:

Calculate Quantity Discounts: By Overall Schedule Quantity
Marginal Rates: OFF...I want the discount to apply to all quantities purchased

Base Price: $13.00
Qty 4 = 4% off
Qty 5 = 5% off
Qty 6 = 6% off
Qty 7 = 7% off
Qty 8 = 10% off

I then found (2) inactive parts, changed them to active, added to website, changed the price to reflect my TEST schedule and saved.
