Licensing for Franchises and Multi-offices

Our business currently runs out of a single office, and we have a single Netsuite license with multiple users.  We will soon have 2 franchises and 2 new remote offices opening up.  We want the 2 franchises and the 2 offices to use Netsuite.  We are not sure how to license the franchises and remote offices.  Do we add them as users under our license, or do we purchase separate licenses for them?
