outside contractor: employee, partner or vendor?

I'm sending a PO to a person that will do some contract software development for us.  I started to create a vendor record for them, but realized there was no place to enter a $ rate.  This made me think I should create a different type of record to represent an outside contractor.

Any tips for a newbie?
