color schemes of centers.

does anyone know what is determining the color schemes of the default customer center and partner center roles ?.  I cannot find it and asked support several times without an answer - over the years.

not sure what it is - since I have two different schemes for each and not sure where it is getting it from.  On both schemes its very difficult to read some of the text at the top due to color matching.
