Programmatically Read/Edit Chart of Accounts

I'm looking for a way to control the Chart Of Accounts programatically. I need to do 2 things.

1. I need to be able to read the account number using the Account Name. For example, if I know the Account Name is 'Bank-General', I need to be able to retrieve the account number.

2. I need to be able to create GL accounts.

i've been told the Accounts is not a record type that is support in SuiteScript. Does anyone else have any ideas as to how I can accomplish the above item programatically?
