How do I charge sales tax on shipping costs?

How do I get Netsuite to charge sales tax on shipping costs for one particular customer?

In Netsuite, we are charging sales tax on a line by line item.  This customer is marked as taxable and all of their items have the word "TAX" in a column beside each item,  except the shipping cost.   We have all our shipping types set up as shipping items.    However, I am about to resort to setting up shipping as an item so I can get it taxed and get this invoice out.

Any suggestions?
