Tax on purchase orders

Hello,

Hopefully a simple newbie question, but I can't quite figure it out.  I issue a purchase amount for 3 of item X for $10 each.  No problems there, but the bill I get has tax, so they amount I pay for the bill doesn't match the PO.  Where do I put the tax?
