Handling Market Development Funds (MDF's)

Hi there, I have a potential customer who has the requirement of managing market development funds.  This means customers are credited for advertising etc.  However the credit is charged back to the vendor as a payable.  The distributor needs to manage this flow of funds on their behalf. 

Does anyone else use this model?
