Issue 26982 Discount terms/shipping

I think I filed this one, the SLT age says 1208 and we've been on now for six years.

Anyway, I guess I asked for the wrong thing, because it apparently only applies to invoices and not vendor bills.  Lots of our vendors give us discounts, but only three give us the discount WITH freight charges.

I got excited when I saw this was added in 11.0.4 but then I looked for it on the terms setup, didn't see it, and forgot about it.  Now with 11.0.6 out, I did the "search the help section", found it, and in reading the it figured out that it's just invoices.
