unique trans forms per department/location?

is there a way for a department and/or location to have its own unique sales order, cash sale and packing slip forms?

we would like the two divisions of our company to be able to use completely separate forms and have those forms tied to that department and/or location

we do not want to enter and fulfill items one at a time but rather use bulk fulfilling per department/location
