Vendor Discounts

We run our reports by Location, BUT Vendor Discounts is Dumping into "No Location".
When I go into the Bill Payment, there isn't a place for location, why doesn't it pull from the Bill?
Is there a work around, or how can I get my vendor discounts to post to the correct location?
