customize Purchase Order PDF??

I can customize my picking tickets in "customize pdf layouts" (under setup), but I would like to customize my Purchase Orders.

I have specific shipping instructions that currently is in very tiny print at the bottom of purchase orders that often my vendors pay no attention to.
I'd like to have it in the top of the form, in BIG letters, so they quit messing up my orders. 
Alas "purchase order" is not on the list of pdfs I can customize.....or am I missing something?
