PO - Items, Rate/Amount fields

Can someone define the purpose of the "standard" function of NS PO Item subtab of the rate and amount fields? 

According to NS support, the rate and amount fields on the Item sub tab pre- populates with the last historical cost. 

What is the purpose?  I had to file Enhancement # 120129 just to get rid of it because NS support had no idea why it does this.  In our PO's the Item cost is going to be different on each PO. 

Please help.
