2007.0 and memorized online bill pay transactions.

For a period of time it seems that our memorized online bill pay transactions were not online bill paying so to speak. They were simply getting created.  Not sure if its happening now, but does anyone know if there was an issue around this ??.  It seems to have happened just after we upgrade to 2007.0.  Obviously I thought I had paid people and hadnt.
