Advanced Billing

I am trying to "turn on" and use advanced billing but I can't seem to find it anywhere.  Is this an "add on" feature?  I have searched help for this information and can't find answers anywhere.  We have Netsuite Small Business.  Any help would be greatly appreciated.  Thnx.
