Granting access to view GL Impact

Does anyone know precisely what combination of permissions need to be granted to give someone access to the GL Impact link in the upper right corner of transaction windows.

We would like to give select employees access to this for troubleshooting but don't want to enable more permissions than necessary. I couldn't find any information on this in the user group or help files.
