Shipping & Taxes on Cash Sales

I would like Cash Sales to use my default tax code NOT the customer's address to calculate tax.  I would also like my shipping method to default to blank on a Cash Sales.  This seems intuitive to me since a cash sale is generally over the counter and therefore there is no shipping and tax is not related to the customer's address.  My defaults are all set to process Sales Orders correctly but I can't get Cash Sales to behave how I would like it to.  Does anyone know the appropriate set-ups or work arounds here?  Thanks!
