Taxable Sales in NonTaxable Columns

I have taxable sales showing up in the non taxable columns in my sales tax liability report. As I look at the report I added a column showing the taxable Y/N column. Each of those items shows No for taxable. Is there a checkbox that should be triggered on line items? Each of the items clearly has a tax code/rate assigned and the customer is defaulted to taxable...but still every transaction line shows up in non taxable.

Any guidance you can give would be appreciated.
