Tiered Pricing Billing Schedule Question

I have a sales order with the following scenario:

24 month term license with monthly billing as follows:

Months 1-12 $2,500
Months 13-24 $3,500

I have months one through 12 on one line item and months 13 through 24 on a second. I used a 12 month billing schedule tied to the start and end date for the first line item and now I need to find a way to start the billing for the month 13 line item in month 13. I played with a custom billing schedule but couldn't get it to work. Does anyone have any suggestions on how to accomplish this within this sales order? I know I could use a second sales order but I have some unrelated reasons
