Paying Tax on Items Purchased

I must be missing something sitting at the tip of my nose...

How can I apply Sales Tax to items (on PO's or Bills) that I've purchased.

Even if the item is marked as taxable, I am not seeing where I can apply tax to my purchases.

I bought some good from a vendor, I created the items I am purchasing in NetSuite, when I create a PO or Bill, I can't seem to see anything that allows me to apply the tax rate on a purchase.

I'm confused, isn't this something very simple and common? I recall seeing the "Taxable" on transactions prior to v11....was I imagining this?
