Sales Tax in Georgia

We've been in Florida for 2 years using NetSuite and the Sales Tax is set up and working perfectly.  We just moved the business to Georgia, so I set up Georgia Sales Tax following what we've done for Florida, and all the imported county sales tax rates are 1% and regardless of what zip code the order comes from in Georgia the county shows our home county?  Any suggestions???
