sales tax not charging

arrrggghhhh.  We moved from Florida to Georgia and I thought I had Georgia Sales Tax set up properly and Florida deleted.  Orders for Georgia are showing the Sales Tax correctly, for example we just got an order with $3.30 Sales Tax on the Sales Order for a total of $44.50.  BUT when I go to Bill the Sales Order, it shows $44.50 to be billed, but after I Bill it (processing credit card) the Cash Sale shows $41.20 was charged (no Sales Tax).
