items not applicable to discounts

We need to add a line item that is not applicable to the overall discount.

IE we have customers that receive a discount of x% on everything but they pay by COD which we have to charge for - but if we choose the overall discount it also discounts the COD fee which we do not want!  Is there any way to make an item not applicable to any discount?
