Turn on Location by Sales Order line

Ok, this may be as simple a question as "how do I print a picking ticket"? So forgive me.

I can not for the life of me remember where to turn on the ability to set location per line item on a sales order. We have enabled locations.

Right now we are only entering location for an entire sales order, not by line. We'd like to test the workflow for location per line.

This is making me crazy and "help" is no help.
