how can i fix the price level

in Accounting / ERP

hi,
i wonder how can i set the permission for the price leve so our staff cannot make any changes for the price level which set for all different customers unless he/she has the permission to do tat.

also, how can i let a particular order form to AUTO BILL when the order is fulfilled, because those orders are paid before get into netsuite.

thanks for reading my questions, hopefully someone can help me.
