Credit Hold Issue w/ fulfilments in 2008.1

Company accounting preferences set to Enforce Holds
We would like to process a fulfilment for a customer who is overdue, so we manually adjust the customer record under the financial tab to Hold=Off.
Fulfillments will not process, just keeps giving the warning and will not save.
NetSuite will invoice, but will not fulfil when customer is off hold.
