Need Report of Customer WITHOUT Orders since...

I am having a devil of a time creating a report of customers with NO ORDERS since a particular date.  Anyone have a way to do this?

The idea is to get a list of customers who have gone inactive after a certain date who did order prior to that specified date.

There does not seem to be a date of last order field in the customer record which would make the most sense.
