How To Create RO Invoice from SO?

How can I create a Read Only (RO) Invoice from a Sales Order (SO)?

We need to create a role for a clerk who can only create Invoices from Sales Orders, but can NOT change the Invoice after it has been created, including before it is saved the first time.

Is this possible? If so, how?

I can set all of the Invoice Body fields to INLINE, but we don't seem to have any control over the display of the Line Item Columns.
