Employee Budget

Is there a way to set up a budget for employees?  We would like to set up a travel budget for each of our sales reps.  It looks like budgets can only be sliced by customer, item, department, class, location. 
Any suggestions or workarounds?
Does Netsuite have a plan to add employees to budgets.
