budget not appearing in reports

Greetings,
Hopefully this is just an oversight on my part-- but...I set up a budget for 2008 under transactions; financial; set up budget.

The budget was a general budget, nothing set for customer, class etc.

I completed the budget and hit save.

I then went to the Reports secton to look at my budget as compared with actuals and got a message that  said "NO DATA AVAILABLE. There is no data available for the date/period range selected."

I changed the date range several times and nothing worked. I can not get my budget into the reports.

Am I missing something?
