Netsuite bills credit card when a non credit card type is selected

We have had several customers complain about us charging their credit card when they have paid via Google Checkout or PayPal.  (we double bill the customer).  Google Checkout and PayPal are custom payment types where the credit card option is NOT checked.  These orders are imported via web services from a non-Netsuite hosted website.

I have submitted case #832451 with the following information:
I have found a defect where a credit card will get billed even if the payment type is not a credit card.

Please provide detailed steps to reproduce the problem:
Import an order via webservices for an existing customer.
