Wrong tax calculation

Hi, very rarely we charge tax because majority of our customers have the resale tax certificate. However one of our customers doesnt. Tax rate for Broward COunty, FL is 6%.

So lets say $22.31 plus the 6% (1.34) is  $23.65.

Netsuite's calculation on the sales order is
$22.31 + $1.04 (supposedly 6% of the 22.31) = $23.35

Can someone help me with this please? How can i fix this?
