Term billing affecting my monthly revenue

We do alot of work with builders, and we invoice them in stages. The problem is that revenue is recorded based on the invoiced amount. I need it to be recorded based on fulfilled amount. Is there a way to send them a bill for a % of the order without it reflecting that percentage as revenue?

Ex:
$10,000 sale
Fulfill $2000
Bill 50% ($5000)
Would like $2000 to be recognized as revenue
