Charge "Home" Sales-Tax Rate for Pick-Up Customers

Goal: When "Pick-Up" is selected as a shipping method, the sales tax charged to the customer is our "Home" sales tax rate.

Issue: When a customer has an address outside our home jurisdiction comes to our store to pick up their order (instead of us shipping it to them), NetSuite defaults their sales tax rate to the customer's jurisdiction (which is usually higher).

We're based in California.
