Need Custom Statement Template / Pop-Up

As far as I can tell, there is no support for using custom templates for Statement emails.  That's a problem, because for delinquent accounts I really need to say something more direct than "Please open the attached file to view your Statement."

Browsing the forums, I've seen it noted a couple times that you can use email merge to attach a statement to a customer-bound email.  It seems that NetSuite believes this to be an answer.

This work-around is insufficient for several reasons.  The main one is that if I send out statements this way, my customers are invited to unsubcribe from a "list" in the course of an ordinary business communication.  I can not have a statement of account looking (or acting) like a marketing campaign.
