Rate field for Items

Hi,

We are unable to edit/view the "Rate" field for any item.
but the rate field is being accessed when we do process through web services.
say

Inventoryitem itm = new Inventoryitem ();
double dblrate = itm.rate;

can you please look into this and let us know how we can edit/view the same through UI?
