How do I refund just the sales tax on an order?

We have a customer that ordered from us in 2005 and he had the order shipped to a California address.  Every order since then he has had shipped to NY, but his customer record has the "Taxable" box checked.  So no matter what state he has his orders shipped to, he will always be charged tax.
He emailed today complaining that he was charged tax even though he doesn't live in CA.  So now I need to refund him only the sales tax.  How do I refund him, and also not have to pay the state this tax?
