Mandatory Departments on Transaction Line Items

Hey,

I'm trying to make it mandatory to fill out departments per line items on Purchase Orders/Bills.

When I attempt to customize on the 'Main' section I have no problem with that.

Do I need to make adjustment to Roles/Users to default for a particular department????

Ideas?
