Sales Tax Tables Not Updated... Again

We have completed the sales tax table import in NetSuite and instructed our customers to do the same, but unfortunately the sales tax tables have not been updated again. This is the same issue that happened in April when there was a major tax table update. What is the issue and why was it not planned for with the lessons learned from the last update?
