Pop ups in Transactions

Is there a way to have a custom note or message "pop-up" when you access a Customer, Vendor, or any trasactions associated with them when you open them up.

Like the Credit Exceeded message or Overlimit message shows when you open a transaction.

We would like to be able to flag certain accounts with either special requirements or notes to convey to anyone that opens the transaction.
