Can't set VSOE on line items on sales order?

I'm not able to manually set line items on the sales order. I can put in a default VSOE price in the item record which populates on the sales order but I can't override it as it is greyed out. The documentation says we should be able to manually override if there are multiple VSOE prices per item. Has any one experienced this?
