Is there a way to override "Refund in Advance of Return"?

We have Refund in Advance of Return enabled, as we occassionally immediately (partially or fully) refund a customer.  However, 99% of the time we wait to receive the return prior to issuing a refund.  This makes tracking in NS difficult, as we have concurrent NS reminders to receive RA and refund RA.  Is there a way to disable Refund in Advance of Return, but be able to easily override it for the 1% of those rare circumstances?
