Sales Order Approval Notification

I am trying to set a preference (?) so that all Sales Orders generate an email alert to a specific person so that they can review and approve all new sales orders.  I have visited every setting available, have searched Help for "sales order approvals", "sales order alerts", "sales order approval alerts", "email notification of sales orders to be approved" and I haven't been able to find the steps to do this.

I know there is a personal setting to receive email notification when a sales order is approved, but this is not what I am trying to do.  I know this exists and actually changed it at one time, but can't seem to locate it again.  Anybody have the path?  Thanks.
