Kit/Package Item Types

What types of items can be added to kits?  I am attempting to build a kit and the first item I need to add isn't showing in the list.  It's an inventory item that is in stock.  There are other inventory and non-inventory items showing in the list.  I'm just trying to figure out the rhyme or reason.
