roles permission question

In a certain role I cannot add an image to an item. Obviously within that role there is not permission. What do I need to turn on in the users role to allow the user to add a thumbnail and regular image to a item?

Also I added bill sales orders but there is no screen to go to to bill sales orders as there is in the administrator role. I need that available also. Is there something else I must set up as a permission to bill sales orders?

Is there a list of things as sometimes I'm guessing what works for what and other times it's obvious.
